Venezuela is a nation carved between the Caribbean coast, the Amazon’s shadow, and the vast, wind-swept plains of the Llanos, a place where Indigenous kingdoms thrived long before the Spanish arrived, where colonial gold fleets departed for Europe, and where independence was born on horseback. It is a country defined by abundance and upheaval, by oil booms and empty supermarket shelves, by liberation heroes and street protests, by music that fills the plazas and history that rattles them. Few nations in the Americas have swung so dramatically between promise and crisis, or held on so fiercely to the idea that the people, not the elites, not the generals, should decide their own future.

The story begins in the early 1800s, when Venezuela lit the spark of South American independence. Inspired by Enlightenment ideas and enraged by colonial rule, patriots launched one of the hemisphere’s fiercest anti-imperial struggles. Out of that struggle emerged Simón Bolívar, whose sweeping campaigns against the Spanish reshaped the continent. But independence did not usher in peace. The 19th century was a carousel of caudillos, regional warlords, and shifting constitutions. The 20th century brought something new: oil. Beneath Venezuela’s soil lay oceans of it, and by the 1920s foreign companies were transforming remote hamlets into booming oil towns. With the oil came workers, unions, strikes, and the first modern mass movements, alongside a parade of dictators and fragile democracies.

By the mid-20th century, ordinary Venezuelans were demanding more. Peasants wanted land. Laborers wanted rights. Students wanted a voice. After the fall of the Gómez dictatorship in 1935, the country entered a turbulent experiment with democracy, punctuated by coups, uprisings, and street battles. Yet even in the midst of instability, Venezuela gained a reputation as Latin America’s wealthiest democracy, until the cracks in that image burst open. The 1980s brought austerity, IMF pressure, and exploding inequality. The shock came in 1989, when buses burned, supermarkets were looted, and thousands flooded the streets during the uprising known as El Caracazo. The state responded with bullets. Venezuela would never be the same.

Out of that crisis rose Hugo Chávez, whose attempted coup in 1992 and landslide election in 1998 ushered in the Bolivarian Revolution, a sweeping political realignment that energized millions and enraged millions more. Popular mobilization surged: some rallied to expand social programs and reclaim national dignity; others marched to defend institutions and demand accountability. When a coup briefly ousted Chávez in 2002, enormous crowds, workers, barrio residents, church groups, poured into the streets to reverse it. That moment cemented a new era, one defined by mass participation, deep polarization, and profound social transformation. In the decades that followed, Venezuela would grapple with oil collapse, sanctions, migration, and political standoffs, but also with fierce community organizing and an enduring belief that the future belongs to those who show up.

And through every revolution, every strike, every uprising, Venezuelans ate. They always have. In a nation built on corn, harvested by Indigenous peoples, carried by independence soldiers, and pressed today on roadside griddles, food is memory, identity, comfort, and resistance. These dishes weren’t just meals. They witnessed history.

Today, we look at Venezuela through five such foods. I also cooked these during the week of Christmas, so made sure to include a couple holiday staples.

We begin with Arepas Rellenas, the corn cakes that fed soldiers during the War of Independence (1810–1823); portable, resilient, stuffed with whatever the land or the struggle offered. Next come Cachapas, sweet corn pancakes tied to the rise of labor and social movements in the post-1935 oil era, when workers built unions and reshaped the nation’s politics between refinery shifts. Then we turn to Pabellón Criollo, the national dish whose rice, beans, and shredded beef became inseparable from the fury of El Caracazo (1989), when the poor, long neglected, exploded into the streets demanding dignity. After that comes Pan de Jamón, a festive bread swirling ham, olives, and raisins, which became a symbol of a country entering the upheaval of Hugo Chávez’s ascent and the Bolivarian Revolution. And finally, Hallacas, Venezuela’s holiday tamales, wrapped in plantain leaves and tied with string, echoing the ties that bound families, neighbors, and strangers who mobilized en masse to reverse the 2002 coup d’État, reclaiming their political voice.

Arepas Rellenas: The Stuffed Heart of Independence



Arepas rellenas, those golden discs of ground maize dough, grilled or baked to a crisp exterior and stuffed with a medley of fillings, shredded beef, black beans, cheese, or avocado, are more than a Venezuelan street food staple. They trace their roots to pre-Columbian indigenous peoples, like the Timoto-Cuica and Carib tribes, who ground corn into masarepa and shaped it into flatbreads long before Europeans arrived. The "rellena" aspect, the stuffing, evolved during the colonial era, blending indigenous maize with Spanish introductions like cheese and meats, and African influences via enslaved laborers who added beans and spices. Simple, portable, and nourishing, the arepa became the democratic fuel of the masses, a handheld meal that could be prepared over a campfire with whatever scraps were at hand. In the Venezuelan War of Independence (1810-1823), it embodied the grit of the common folk, the llaneros and militiamen who stuffed their arepas with foraged provisions before charging into battle, their maize shells uniting disparate flavors much like the war fused races and classes into a nascent nation.

Venezuela's story as a Spanish colony began in 1498 when Christopher Columbus sighted its shores during his third voyage, dubbing it "Little Venice" for the stilt houses of Lake Maracaibo's indigenous inhabitants. Formal colonization accelerated in the 1520s under the Welser banking family of Germany, granted rights by Charles V, but Spanish control solidified by the mid-16th century. The Captaincy General of Venezuela, established in 1777, encompassed a vast territory from the Orinoco plains to the Andean highlands, its economy built on cacao plantations, cattle ranching, and tobacco. Society was rigidly stratified: Peninsulares (Spain-born elites) atop, followed by Criollos (American-born whites of Spanish descent), Mestizos (mixed European-indigenous), Pardos (mixed African-European-indigenous), indigenous peoples, and enslaved Africans at the bottom. The arepa, born of indigenous corn, crossed these divides; elites might disdain it as peasant fare, preferring imported wheat bread, but for the masses, it was sustenance, stuffed with leftover cacao plantation scraps or wild game from the llanos, it sustained the laborers who toiled under the colonial yoke.

By the late 18th century, simmering resentments set the stage for revolution. Enlightenment ideals from Locke, Rousseau, and Montesquieu filtered in through Criollo intellectuals educated in Europe, fueling demands for equality and self-rule. The American Revolution (1776) and French Revolution (1789) inspired secret societies like the Sociedad Patriótica in Caracas. Economic grievances mounted: Spain's monopoly on trade stifled growth, taxes like the alcabala burdened producers, and the Bourbon Reforms centralized power, alienating Criollos who were barred from high offices despite their wealth from cacao exports. Social tensions flared; the 1795 Coro Rebellion, led by free blacks and slaves inspired by Haiti’s uprising, demanded abolition and equality, only to be crushed. Peasants and slaves, grinding corn at dawn, stuffed their arepas with beans or salted meat, dreaming of freedom from the haciendas where they produced wealth for distant kings.

The spark ignited in 1808 when Napoleon invaded Spain, deposing King Ferdinand VII and installing his brother Joseph. This power vacuum exposed colonial loyalties: Peninsulares clung to the junta in Cádiz, while Criollos saw opportunity. On April 19, 1810, Caracas elites deposed Captain-General Vicente Emparán, establishing the Supreme Junta, declaring loyalty to Ferdinand but effectively autonomous. This "April 19 Revolution" birthed the First Republic, with Francisco de Miranda as a key figure, but it was short-lived. By 1812, royalist forces under Domingo de Monteverde reconquered much territory, aided by earthquakes that devastated patriot strongholds, interpreted by the clergy as divine wrath. Simón Bolívar, the "Libertador," emerged as the war's pivotal leader. Exiled after the First Republic's fall, he launched the Admirable Campaign in 1813 from New Granada (modern Colombia), recapturing Caracas and proclaiming the Second Republic. His "War to the Death" decree escalated brutality: no quarter for Spaniards unless they joined the cause. Amid this, arepas rellenas sustained the troops; Bolívar's armies, marching through the Andes, relied on these portable maize pockets stuffed with cheese or dried beef, shared among Criollos, Pardos, and indigenous fighters, a edible pact of unity in a fractured society.

The war's middle phase turned savage. In 1814, royalist llanero leader José Tomás Boves, a former patriot turned ferocious counterrevolutionary, unleashed "Los Infernales," his mixed-race plains cavalry, on patriot elites. Boves exploited class hatred, promising land and loot to Pardos and slaves, sacking cities like Valencia. His forces, fueled by arepas rellenas cooked on llanos campfires, stuffed with wild cattle meat, devastated the Second Republic, forcing Bolívar into exile again. By 1815, Spanish reinforcements under Pablo Morillo, the "Pacificator," arrived with 10,000 troops, reconquering Venezuela in the "Reconquista." Morillo's terror campaigns executed thousands, but resistance persisted in guerrilla pockets. Bolívar, regrouping in Haiti and Jamaica, pivoted to mobilize the masses. In 1816-1817, he allied with llanero chief José Antonio Páez, flipping the plains warriors to the patriot side with promises of abolition and land. These llaneros, nomadic cowboys of the Orinoco basin, were the war's game-changers; hardy, mobile, living off the land. Their arepas, stuffed with foraged beans or alligator meat, were the perfect ration for lightning raids, contrasting the elaborate rations of Spanish officers.

The tide turned decisively in 1819. Bolívar's daring Andean crossing, 7,000 men braving blizzards to surprise royalists at Boyacá, secured New Granada, freeing resources for Venezuela. Páez's llaneros swept the plains, their arepas rellenas symbolizing the "stuffed" army: indigenous archers, black lancers, and mestizo infantry united in the maize embrace. Key victories followed: the 1821 Battle of Carabobo, where Páez's cavalry routed Morillo's successor Miguel de la Torre, shattering royalist power. Bolívar then liberated Quito (1822) and Upper Peru (1824-1825), but Venezuela's war effectively ended in 1823 with the naval Battle of Lake Maracaibo, expelling the last Spanish forces. The human cost was staggering: over 250,000 dead in a population of 800,000, economies ruined, society scarred by racial vendettas.

In the aftermath, Venezuela joined Bolívar's dream of Gran Colombia (1819-1830), uniting with Colombia, Ecuador, and Panama. But centrifugal forces prevailed: regional rivalries, economic devastation, and caudillo ambitions fractured the union. Páez led Venezuela's 1830 secession, becoming its first president under a conservative oligarchy that favored landowners. Slavery was abolished gradually (1854), but social inequalities persisted; the Pardos and llaneros who won the war saw little land reform, their contributions forgotten by Criollo elites. Civil wars plagued the 19th century, the Federal War (1859-1863) echoed independence's class struggles. Yet, the arepa rellenas endured as a national icon, its maize shell encompassing the war's legacy: a stuffed mosaic of indigenous resilience, African rhythms, and European ambitions. 

Bolívar, dying in 1830, lamented, "I have plowed the sea." But the war planted seeds of identity.

I am used to the Colombian arepas con queso that are filled with molten cheese, but these ones are great too. The other ones are more of a breakfast staple, whereas these ones are a great lunch. 

Arepas Rellenas (Stuffed Corn Cakes)

Griddled corn cakes split and filled with various ingredients, such as cheese or shredded beef.

Ingredients (Makes 6 arepas)

Dough:

  • 2 cups pre-cooked white cornmeal (e.g., PAN brand)

  • 2½ cups warm water

  • 1 tsp salt

  • 1 tbsp vegetable oil

Filling (Reina Pepiada - Chicken Avocado):

  • 2 cups cooked, shredded chicken

  • 1 ripe avocado, mashed

  • ¼ cup mayonnaise

  • ¼ cup chopped cilantro

  • 1 small onion, finely chopped

  • Salt and pepper to taste

Optional Fillings: Shredded cheese (queso blanco), black beans, or shredded beef.

Instructions

  1. In a bowl, mix cornmeal, warm water, salt, and oil until a soft dough forms. Let rest for 5 minutes.

  2. Divide dough into 6 equal balls. Flatten each into a disc about 4 inches in diameter and ½ inch thick.

  3. Heat a griddle or skillet over medium heat with a little oil. Cook arepas for 5–7 minutes per side until golden and crispy outside. (Optional: Finish in a 350°F/175°C oven for 10 minutes for extra crispness.)

  4. While arepas cook, prepare filling: Mix shredded chicken, mashed avocado, mayonnaise, cilantro, onion, salt, and pepper.

  5. Slice cooked arepas open like a pocket (without cutting all the way through) and stuff generously with the filling.

  6. Serve warm.

Cachapas: The Sweet Corn of Oil's Bitter Harvest



Cachapas, tender, golden pancakes ground from fresh, sweet corn kernels, griddled to a slight char and folded around melty queso de mano or perhaps a slab of pork, evoke the fertility of Venezuela's plains. The cachapa bursts with the juicy vibrancy of yellow maize, a crop that flourished in the tropical lowlands long before colonization. Indigenous groups like the Cumanagoto and Pemon peoples savored early versions, pounding fresh corn into a batter sweetened by nature's sugars, cooked over open fires as a seasonal treat during harvests. The Spanish arrival in the 16th century introduced dairy, cheese from imported cattle herds, that would later crown the dish, blending Old World creaminess with New World bounty. But it was the 20th century's upheavals that elevated the cachapa from rural indulgence to a symbol of emerging prosperity, hawked at roadside stands amid the hum of new highways, its sweetness masking the underlying tensions of a nation remade by black gold.

As the echoes of independence faded in the 1820s, Venezuela stumbled into nationhood, its fractured society seeking stability after the Libertador's grand visions crumbled. Gran Colombia's dissolution in 1830 left the country adrift, with José Antonio Páez, a llanero hero turned conservative strongman, inaugurating a parade of caudillos who ruled through personal charisma and brute force. The economy, ravaged by war, clung to agriculture: coffee plantations in the Andes, cattle on the vast llanos, and sugar in the valleys. But social rifts deepened; the abolition of slavery in 1854 freed thousands, yet land remained concentrated in elite hands, fueling resentments that erupted in the Federal War of 1859-1863. Liberal federalists, led by Ezequiel Zamora, rallied mestizos and peasants against centralist oligarchs, promising land redistribution. Zamora's cry of "Tierra y hombres libres" (Land and free men) resonated in makeshift camps where fighters shared simple corn gruels, precursors to the cachapa, sweetened with wild honey to boost morale amid bloody stalemates. The liberals triumphed, but victories proved hollow, elites co-opted reforms, perpetuating inequality in a cycle of coups and civil strife that defined the century.

By the 1870s, Antonio Guzmán Blanco, a Paris-educated dandy, imposed a veneer of modernity during his "Septenio" rule. Dubbed the "Illustrious American," he built railroads, schools, and grand boulevards in Caracas, funded by coffee exports that boomed on global markets. Yet progress was uneven; rural folk, grinding fresh corn for cachapas during festivals, saw little trickle-down from urban splendor. Guzmán's authoritarianism, censoring press, exiling rivals, set a template for future dictators, as Venezuela's population swelled with European immigrants fleeing wars, infusing coastal towns with new flavors that subtly evolved street foods like the cachapa, now occasionally laced with Italian cheeses. The turn of the century brought Cipriano Castro, a fiery Andean general who seized power in 1899, defying foreign gunboats during debt disputes with Britain and Germany. His bombastic nationalism masked corruption, but illness forced him abroad in 1908, paving the way for his vice president, Juan Vicente Gómez, to orchestrate a bloodless coup.

Gómez's regime, spanning 1908 to 1935, was a iron-fisted era of "peace and progress" built on repression. The "Tyrant of the Andes" centralized power, modernizing the army with U.S. aid and quashing dissent through his secret police, the Sagrada. Exiles like Rómulo Gallegos penned novels from afar, decrying the regime's brutality. Yet Gómez's rule coincided with Venezuela's fateful pivot to oil. Traces of petroleum had seeped from Lake Maracaibo's shores since indigenous times—used for caulking canoes—but commercial exploitation exploded in the 1910s. Royal Dutch Shell struck big at Mene Grande in 1914, followed by Standard Oil's gushers in the 1920s. By 1928, Venezuela was the world's top oil exporter, its black lakes transforming the economy. Gómez granted generous concessions to foreign firms, amassing personal fortunes while the state coffers swelled. Roads snaked through jungles, ports bustled, and Maracaibo morphed into a boomtown. In this flux, cachapas emerged as a roadside delight for migrant workers flocking to oil fields, their sweet corn batter fried on portable griddles, paired with fresh cheese from lingering dairy farms, a comforting bite amid the din of derricks, symbolizing the uneasy marriage of rural traditions and industrial might.

Gómez's death in December 1935, at age 78, unraveled his dictatorship like a frayed rope. Rumors of poisoning swirled, but natural causes, likely kidney failure, claimed the man who had outlived multiple assassination attempts. His passing sparked jubilation: crowds stormed prisons, freeing political prisoners, while students in Caracas toppled his statues. Eleazar López Contreras, Gómez's war minister and handpicked successor, assumed the presidency amid chaos. A moderate conservative, López navigated the transition by easing censorship, allowing exiled intellectuals to return, and permitting limited protests. Yet the real catalyst was the pent-up fury of a society long silenced. Oil had created a nascent proletariat: roughnecks in Zulia's fields, enduring grueling shifts for meager wages while foreign companies reaped billions. As López decreed modest reforms, ike an eight-hour workday in 1936, tensions boiled over.

The oil era's true dawn broke with the rise of labor politics and social movements post-1935, a ferment that reshaped Venezuela's soul. In February 1936, oil workers in Maracaibo launched a massive strike, demanding better pay, unions, and safety amid hazardous rigs where explosions claimed lives weekly. Supported by emerging leftist groups, the walkout spread to Caracas factories, paralyzing the economy. López, fearing anarchy, mediated a settlement granting wage hikes and union recognition, but it ignited broader demands. Exiles like Rómulo Betancourt returned, founding Acción Democrática (AD) in 1941, a social-democratic party blending Marxism with nationalism, advocating for oil nationalization and land reform. Cachapas, now ubiquitous at union rallies, fueled these gatherings: vendors wheeled carts to plazas, folding hot pancakes around cheese for workers debating strikes, their sweetness a brief respite in bitter negotiations.

The 1940s accelerated this momentum. Under President Isaías Medina Angarita (1941-1945), reforms deepened: women's suffrage in 1945, rural education, and profit-sharing laws for oil firms. Yet radicals chafed at the pace. In October 1945, a coalition of AD civilians and young military officers, including Marcos Pérez Jiménez, ousted Medina in a coup, ushering the "Trienio Adeco" (1945-1948). Betancourt's junta, then his elected successor Gallegos, unleashed sweeping changes: universal suffrage, labor codes enforcing collective bargaining, and agrarian reforms redistributing idle lands. Oil unions flourished; the Federación de Trabajadores Petroleros grew to 50,000 members, striking in 1946 for a 50% wage boost, which they partially won. Social movements bloomed; women's groups pushed for equality, indigenous communities in the Orinoco demanded rights, and student federations organized against lingering Gómez-era holdouts. Amid this, cachapas symbolized the era's guarded optimism: oil revenues funded highways linking rural corn farms to urban markets, making the dish a staple at ferias and family gatherings, its fresh corn evoking the "new wealth" trickling to a burgeoning middle class.

Yet prosperity masked fissures. Foreign oil giants like Creole Petroleum (Exxon's subsidiary) resisted nationalization, lobbying elites. Corruption scandals eroded AD's shine, and conservative forces regrouped. In November 1948, the military, led by Pérez Jiménez and Carlos Delgado Chalbaud, overthrew Gallegos, exiling AD leaders and dissolving unions. The ensuing dictatorship (1948-1958) prioritized infrastructure over rights: the Caracas-La Guaira highway, gleaming skyscrapers, and Olympic bids showcased oil-fueled modernism. But repression returned; secret police hunted dissidents, while oil workers faced blacklists. Underground movements persisted, with clandestine unions smuggling pamphlets at roadside cachapa stands, where vendors whispered news over steaming griddles.

Democracy's restoration in 1958 marked the oil era's pivotal shift. A popular uprising, sparked by student protests and labor strikes, toppled Pérez Jiménez on January 23. Betancourt returned to win the presidency, forging the Punto Fijo Pact, a power-sharing accord among AD, COPEI (Christian Democrats), and URD (Democratic Republican Union) to stabilize governance. The 1960s and 1970s brought "Saudi Venezuela": oil nationalized in 1976 under PDVSA, funding free education, healthcare, and subsidies. Labor politics matured; confederations like the CTV negotiated robust contracts, elevating workers' living standards. Social movements diversified: feminists campaigned for divorce laws, environmentalists decried oil spills in Lake Maracaibo, and barrio organizers built community cooperatives. Cachapas thrived in this milieu, evolving into gourmet variants at urban eateries, stuffed with chorizo or avocado, mirroring a society blending tradition with affluence, where oil dollars sweetened daily life for many, though rural migrants in swelling shantytowns still fried humble versions over charcoal.

The aftermath revealed oil's double edge. Dependency bred volatility; the 1973 OPEC embargo spiked prices, swelling coffers, but mismanagement fostered debt and inequality. By the late 1970s, urban middle classes indulged in cachapas at malls, while oil workers unionized for pensions, their struggles ensuring a fragile social net. Yet disparities simmered: indigenous Guajira nomads, displaced by rigs, saw little benefit, their traditional corn patches overshadowed by pipelines. The era's legacy, a vibrant civil society amid economic mirage, set the stage for future reckonings. 

Making cachapas is straightforward, blend fresh corn with milk, sugar, and salt, griddle until golden, and top with cheese, but its combination of sweet and savory will have you coming back for more and more.

Cachapas (Sweet Corn Pancakes)

Sweet corn pancakes often folded around cheese and served like a taco.

Ingredients (Makes 6 cachapas)

  • 2 cups fresh corn kernels (from about 4–5 ears; or canned, well-drained)

  • ½ cup pre-cooked cornmeal (e.g., PAN brand)

  • ¼ cup milk

  • 1 egg

  • 2 tbsp sugar

  • 1 tsp salt

  • Butter for cooking

  • 1 lb queso fresco, queso de mano, or mozzarella, sliced

Instructions

  1. In a blender, combine corn kernels, cornmeal, milk, egg, sugar, and salt. Blend until smooth but still slightly chunky (retain some texture).

  2. Heat a skillet or griddle over medium heat and melt 1 tsp butter. Pour about ⅓ cup batter to form a 6-inch pancake. Cook 3–4 minutes per side until golden brown and crispy edges form.

  3. While the second side cooks, place cheese slices on one half of the cachapa. Fold in half once cheese begins to melt.

  4. Serve immediately, hot and melty, with extra butter or cheese if desired.


Pabellón Criollo: Shredded Beefs



Pabellón Criollo, Venezuela's quintessential plate, layers shredded beef stewed in a savory sofrito, plump black beans simmered with onions and peppers, fluffy white rice, and slices of ripe plantain fried to caramelized perfection. The roots of Pabellón Criollo stretch back to the colonial era, when African slaves, toiling on Venezuelan haciendas in the 18th century, ingeniously blended meager rations into nourishing meals. Indigenous staples like plantains and beans mingled with Spanish-introduced beef and rice, the latter influenced by Asian trade routes, creating a dish that mirrored the country's mestizo identity. By the 19th century, it had evolved into a staple for rural workers and urban families alike, its colors, black beans for African heritage, white rice for European, golden plantains for Indigenous, narrating Venezuela's tri-ethnic story. In bustling markets or humble kitchens, pabellón was more than food; it was a daily ritual of resilience, slow-cooked over wood fires, binding communities through shared flavors amid the lingering scars of independence wars and caudillo rule.

As the oil era's guarded optimism of the 1960s gave way to the 1970s, Venezuela rode a wave of black gold prosperity that seemed to promise endless pabellón for all. The nationalization of the oil industry in 1976, under President Carlos Andrés Pérez, marked a triumphant assertion of sovereignty. Foreign companies like Shell and Exxon, which had dominated since the Gómez days, were absorbed into the state-owned Petróleos de Venezuela (PDVSA), with the government raising the national flag over the La Campiña field in a ceremony heralding economic independence. Revenues surged, especially after the 1973 OPEC embargo quadrupled prices, fueling what was dubbed "Saudi Venezuela." The economy boomed with the highest growth rate in Latin America, inequality dipped, and subsidies flowed: cheap gasoline, affordable food imports, and social programs that put beef and beans on more tables than ever. Roadside vendors dished out pabellón to oil workers commuting from barrios to rigs, the dish's hearty warmth fueling the labor that powered the nation. Yet, this affluence masked vulnerabilities; overreliance on oil exports bred corruption, with petrodollars siphoned into elite pockets, while rural migrants swelled urban shantytowns, frying plantains over makeshift stoves in precarious hillsides.

The illusion cracked in the early 1980s as global oil prices plummeted, plunging Venezuela into recession. Debt ballooned to unsustainable levels, and per capita income, which had peaked in the late 1970s, began a relentless decline, falling by a third over two decades. Presidents like Luis Herrera Campins (1979-1984) and Jaime Lusinchi (1984-1989) grappled with austerity measures, but mismanagement exacerbated the slide: black market exchanges flourished, inflation ticked up, and shortages nibbled at basics. In barrios ringing Caracas, families stretched pabellón portions thinner, substituting cheaper cuts or skipping the beef altogether, as the dish's symbolic harmony strained under economic pressure. Social movements, echoing the oil-era unions, organized neighborhood cooperatives to pool resources for communal pots of caraotas, but discontent simmered like overcooked beans.

By 1988, the stage was set for rupture. Carlos Andrés Pérez, returning to the presidency on a populist wave, promised to revive the oil bonanza's glory. Instead, facing a $33 billion debt and IMF pressure, he unveiled "El Gran Viraje", a neoliberal shock package that lifted price controls, devalued the bolívar, and slashed subsidies on fuel and transport. Overnight, gasoline prices doubled, bus fares soared by 30%, and the cost of staples like rice, beans, and plantains skyrocketed as import barriers fell. For the working poor, who had endured falling wages since 1977, this was the breaking point: pabellón's components, once subsidized emblems of national plenty, became unaffordable luxuries, their absence from plates mirroring the erosion of the social contract forged in the Punto Fijo era. Whispers in markets turned to outrage; the harmony of beef, beans, rice, and tajadas dissolved into desperation.

El Caracazo erupted on February 27, 1989, like a pot boiling over. It began in Guarenas, a commuter town east of Caracas, where residents, furious at doubled bus fares, blocked roads and clashed with drivers. Word spread via radio, igniting spontaneous protests that cascaded into the capital and cities like Valencia, Maracay, and Barquisimeto. Barricades of burning tires and overturned vehicles choked streets; crowds stormed bakeries, supermarkets, and trucks, looting for flour, oil, and yes, sacks of rice and beans, the very makings of pabellón that had vanished from shelves due to hoarding and price hikes. In Caracas's teeming barrios like Petare and 23 de Enero, the poor descended en masse, their visceral hunger fueling a frenzy that shattered shop windows and set vehicles ablaze. What started as protests against transport costs morphed into a broader revolt against inequality, with chants echoing the betrayal of oil's promises.

The government's response was swift and savage. Pérez suspended constitutional guarantees, imposed a curfew, and unleashed the military and police in "Plan Ávila," a counterinsurgency tactic. Troops rolled into neighborhoods, firing indiscriminately; reports of house-to-house searches, summary executions, and bodies dumped in mass graves surfaced amid the chaos. Official tallies admitted 276 deaths, but human rights groups estimated up to 3,000, many from the barrios where pabellón was a daily staple now stained by blood. The crackdown quelled the riots by early March, but the air hung heavy with smoke and sorrow, the pabellón's fractured plate a metaphor for a nation torn asunder.

In the aftermath, El Caracazo scarred Venezuela's psyche, shattering faith in the Punto Fijo democracy and its alternating parties. Pérez survived impeachment attempts but was ousted in 1993 on corruption charges, his neoliberal experiment briefly boosting GDP in the early 1990s, rising 4.4% in 1990 and 9.2% in 1991, yet leaving wages stagnant and unemployment high. Social unrest festered; violence surged as criminal networks emboldened by the chaos took root, transforming barrios into zones of fear. Human rights probes, including by the Inter-American Court, later condemned the state for extrajudicial killings, leading to reparations and exhumations of mass graves in the 2000s. Politically, it sowed seeds of radical change, eroding elite control and amplifying calls for reform from disillusioned military officers and grassroots movements. Yet amid the wreckage, pabellón endured in kitchens as a quiet act of defiance, beans soaked overnight, beef tenderly pulled, plantains sliced and fried, reminding Venezuelans of a unity worth reclaiming, even as oil's bitter harvest lingered.

Pabellón is a labor of love: Make each of its parts separately and combine to make a truly delicious combination. 

Pabellón Criollo (Venezuelan National Dish)

Shredded beef with black beans, white rice, and fried plantains (often topped with a fried egg).

Ingredients (Serves 4)

Carne Mechada (Shredded Beef):

  • 1 lb flank steak (or skirt steak)

  • 1 onion, quartered

  • 2 garlic cloves

  • 1 bay leaf

  • 1 tsp salt

  • 1 onion, finely chopped

  • 1 red bell pepper, chopped

  • 2 tomatoes, chopped

  • 2 tbsp vegetable oil

  • 1 tsp ground cumin

  • Salt and pepper to taste

Black Beans:

  • 1 can (15 oz) black beans (or 1 cup dried beans, pre-cooked)

  • 1 onion, chopped

  • 1 garlic clove, minced

  • 1 tsp ground cumin

  • 2 tbsp vegetable oil

  • Salt to taste

Rice:

  • 2 cups long-grain white rice

  • 4 cups water

  • 1 tsp salt

Fried Plantains (Tajadas):

  • 2 ripe plantains (yellow with black spots), peeled and sliced diagonally

  • Vegetable oil for frying

Optional: 4 fried eggs

Instructions

  1. Beef: Place flank steak in a pot with quartered onion, garlic, bay leaf, and salt. Cover with water and simmer 1½–2 hours until very tender. Remove meat, shred with forks, and reserve 1 cup broth. In a skillet, heat oil and sauté chopped onion and bell pepper until soft. Add tomatoes and cumin; cook until saucy. Add shredded beef and reserved broth. Simmer 15 minutes. Season with salt and pepper.

  2. Beans: Heat oil in a pot and sauté onion and garlic. Add beans, cumin, and salt. Simmer 10–15 minutes, mashing some beans for creaminess.

  3. Rice: Rinse rice. Bring water and salt to a boil, add rice, reduce heat, cover, and simmer 15–20 minutes until fluffy.

  4. Plantains: Heat ½ inch oil in a skillet over medium-high. Fry plantain slices 2–3 minutes per side until caramelized and golden.

  5. Optional Eggs: Fry eggs sunny-side up.

  6. Assemble: Serve portions of rice, beans, shredded beef, and plantains side-by-side on each plate. Top with a fried egg if desired.

Pan de Jamón: The Bread That Rolled in Revolution

Pan de Jamón, Venezuela's cherished Christmas loaf, is a savory-sweet masterpiece: a soft, yeasty dough rolled around slices of smoky ham, plump raisins soaked in rum or sherry, briny green olives stuffed with pimentos, and sometimes crispy bacon or capers for extra tang. Baked golden and sliced warm, it releases a festive aroma that fills homes during Nochebuena, the eve of Christmas, where it's shared amid twinkling lights and family toasts. The origins of Pan de Jamón trace to 1905 in Caracas, when Italian immigrant Gustavo Ramella, owner of the Gran Panadería, experimented with stuffing ham into bread dough, a nod to European charcuterie traditions blended with local flair. Initially called "pan con jamón," it caught on among the elite, but by the mid-20th century, as Venezuela's oil boom democratized luxuries, it trickled down to working-class tables. Raisins and olives, imported via Caribbean trade routes, added exotic sweetness and salt, reflecting the nation's mestizo fusion of Indigenous, African, and European influences. State-subsidized imports and rising wages during the Punto Fijo era made its ingredients attainable, turning the loaf into a democratic symbol of oil-fueled prosperity. To place Pan de Jamón on the table was to believe the system worked. During the holidays, bakers labored over massive batches, kneading dough by hand and meticulously rolling fillings, turning a simple staple into a ritual of anticipation.

By the 1980s, that promise began to collapse. Structural adjustment, debt crises, and IMF-backed austerity fractured the social contract. Imported ingredients grew expensive; ham shrank to thinner strips, raisins were counted carefully, olives omitted entirely. During the years leading up to El Caracazo in 1989, many families could no longer afford to bake Pan de Jamón at all. Its absence from Christmas tables was not symbolic, it was literal. The riots that erupted over bus fare hikes came from barrios where the holiday bread had already disappeared, where the petro-state’s guarantees had silently withdrawn.

In the shadow of El Caracazo's bloodshed, Venezuela staggered into the 1990s, its social fabric as frayed as overworked dough. The 1989 riots had exposed the Punto Fijo system's rot: a bipartisan elite pact that hoarded oil wealth while the poor bore austerity's brunt. President Carlos Andrés Pérez, impeached in 1993 for embezzlement, left a vacuum filled by interim leader Ramón José Velásquez and then Rafael Caldera, who won in 1994 on promises to reject neoliberalism. Yet Caldera's term brought more pain; banking crises, inflation soaring to 103% in 1996, and oil prices dipping below $10 a barrel. Unemployment hovered at 12%, poverty engulfed over half the population, and crime spiked as barrios became battlegrounds. Amid this, military discontent brewed; officers, trained in Bolívar's ideals of liberation, chafed at orders to suppress their kin. Pan de Jamón, once a holiday indulgence subsidized by petrodollars, grew scarcer on humble tables, its absent slices symbolizing the nation's unraveling hopes.

From this ferment rose Hugo Chávez Frías, a paratrooper born in 1954 to rural poverty in Sabaneta. Inspired by Simón Bolívar's anti-imperialist legacy and leftist thinkers like Che Guevara, Chávez founded the Revolutionary Bolivarian Movement-200 (MBR-200) in the early 1980s, a clandestine group plotting against corruption. His moment came in February 1992, when he led a coup against Pérez, seizing key sites in Caracas before surrendering. Broadcast live, Chávez's defiant speech, "Comrades, unfortunately, for now, the objectives we set were not achieved", catapulted him to hero status among the dispossessed. Imprisoned in Yare, he emerged in 1994 under Caldera's amnesty, his charisma intact. Chávez pivoted to politics, touring barrios with tales of a "Bolivarian tree" bearing fruits for all, not just elites. He mixed military discipline with populist fervor, forming the Fifth Republic Movement (MVR) in 1997. Campaigning on rewriting the constitution, ending neoliberalism, and redistributing oil riches, he tapped the rage of those who, post-Caracazo, saw no future in the old order. Pan de Jamón's festive promise echoed in his vows: a new beginning, where the poor could savor life's sweetness without exclusion.

Chávez's 1998 landslide victory, 56% of the vote, marked the dawn of the Bolivarian Revolution, a seismic shift hailed as a "political Nochebuena." Sweeping aside the discredited Acción Democrática and COPEI parties, he assumed office in February 1999, pledging to "refound the republic." His base, the chavistas, viewed it as a collective feast after famine. Immediately, Chávez called a referendum for a National Constituent Assembly, approved by 88% in April 1999. Elections in July stacked the body with his allies, who drafted a progressive charter emphasizing participatory democracy, Indigenous rights, gender equality, and state control over resources. Ratified by 72% in December, it renamed the nation the Bolivarian Republic of Venezuela, extending presidential terms and empowering grassroots councils. This "constituent moment" was revolutionary theater: assemblies in plazas, debates broadcast nationwide.

The Revolution unfolded ambitiously. Oil revenues, buoyed by rising prices, funded "missions", social programs targeting the marginalized. Misión Barrio Adentro brought Cuban doctors to slums, slashing infant mortality; Misión Robinson taught literacy to millions; Misión Vivienda built housing en masse. Nationalizations deepened: PDVSA restructured for social investment, foreign oil firms forced into joint ventures. Anti-imperialism defined foreign policy, ALBA alliances with Cuba and Bolivia, oil diplomacy countering U.S. influence. In the early 2000s, state bakeries, food subsidies, and regulated imports helped Pan de Jamón reappear on working-class tables. During December broadcasts, Chávez himself often referenced traditional foods, framing abundance as a public right rather than a private privilege. The loaf reentered barrios not as charity, but as proof that oil wealth could once again circulate downward.

By 2001, poverty halved, GDP grew 10% annually, and inequality plummeted via land reforms and cooperatives. Critics decry authoritarianism: media curbs, opposition arrests, economic mismanagement. Supporters hail empowerment: women's roles amplified, Indigenous lands protected, global south solidarity forged. Each season, the Bolivarian project reinvented itself, wrapping old grievances into fresh aspirations, though cracks from external pressures and internal flaws threatened its cohesion.

As far as Christmas meals go, pan de jamón, is sufficiently indulgent and savory. I may very well add it to my Christmas repertoire going forward.

Pan de Jamón (Venezuelan Ham Bread)

A festive rolled bread stuffed with ham, olives, and raisins, traditionally served at Christmas.

Ingredients (Serves 8–10; 1 large loaf)

Dough:

  • 4 cups all-purpose flour

  • 1 tbsp active dry yeast

  • ¼ cup sugar

  • 1 tsp salt

  • ½ cup warm milk

  • ¼ cup warm water

  • 2 eggs

  • ½ cup unsalted butter, softened

Filling:

  • 1 lb sliced smoked ham

  • ½ cup pitted green olives, sliced

  • ½ cup raisins (optionally soaked in rum or sherry for 30 minutes)

  • 2 tbsp melted butter (for brushing dough)

Egg Wash:

  • 1 egg beaten with 1 tbsp water

Instructions

  1. Activate yeast: Mix yeast, warm water, and 1 tsp of the sugar. Let sit 5–10 minutes until foamy.

  2. In a large bowl, combine flour, remaining sugar, and salt. Add yeast mixture, warm milk, eggs, and softened butter. Knead 8–10 minutes until smooth and elastic. Cover and let rise in a warm place 1–2 hours until doubled.

  3. Punch down dough and roll out on a floured surface into a 12×18-inch rectangle.

  4. Brush with melted butter. Layer ham slices evenly, leaving a 1-inch border. Scatter olives and raisins over the ham.

  5. Roll tightly from the long side like a jelly roll. Pinch seams to seal. Place seam-side down on a parchment-lined baking sheet.

  6. Cover and let rise 30 minutes. Preheat oven to 350°F (175°C).

  7. Brush with egg wash. Bake 30–35 minutes until deep golden brown.

  8. Cool slightly, then slice and serve warm or at room temperature.

Hallacas: Wrapped Resistance 



Hallacas, Venezuela's quintessential holiday tamale, demand a symphony of hands and hearts in their creation, a corn masa dough enriched with annatto for its golden hue, spread thin and layered with a guiso stew of beef, pork, chicken, capers, olives, raisins, and pickled vegetables, then bundled in plantain leaves, tied with string, and boiled to steaming perfection. Served during December's festive season, they evoke the warmth of family gatherings, where generations huddle in kitchens amid laughter and steam, and each bite revealing a mosaic of flavors: savory meats mingling with sweet fruits, tangy bursts from olives, all encased in a tender, earthy wrapper.

The roots of hallacas stretch back to pre-Columbian times, when Indigenous peoples like the Timoto-Cuicas and Caribs crafted similar corn-based parcels, wrapping fillings in bijao or banana leaves for preservation and portability. Spanish colonizers introduced meats, capers, and raisins in the 16th century, blending European techniques with African influences from enslaved laborers who added spices and communal cooking rituals. By the 18th century, hallacas had evolved into a Christmas staple, symbolizing syncretism in Venezuela's mestizo culture; Indigenous corn as the base, African rhythms in the preparation's group cadence, and European luxuries folded in. During the independence wars, they sustained Bolívar's armies on the march, portable packets of morale. In the 20th century, as urbanization swelled Caracas' barrios, hallaca-making became a ritual of resistance against scarcity; families pooled resources during oil booms and busts, turning humble ingredients into symbols of abundance. Even in lean years, the act of unwrapping one hallaca after another fostered bonds, much as shared labor would later bind citizens in defense of their revolution.

As the Bolivarian Revolution gained momentum in the early 2000s, its early triumphs, social missions healing the wounds of neoliberal neglect, stirred fierce opposition from entrenched elites. Chávez's 1999 constitution had empowered the marginalized, mandating participatory governance and redirecting oil wealth toward education, health, and housing. By 2001, missions like Barrio Adentro deployed thousands of Cuban doctors to underserved slums, literacy rates soared through Misión Robinson, and land reforms redistributed idle estates to cooperatives. PDVSA, the state oil giant, was reoriented from profit-maximizing export to funding social programs, infuriating executives accustomed to autonomy. Economic growth averaged 10% annually, poverty dropped from 50% to 30%, and inequality narrowed via progressive taxes and worker councils. Yet, this redistribution threatened the old guard: business leaders in Fedecámaras, media moguls controlling 90% of outlets, and conservative military factions aligned with U.S. interests.

Tensions simmered. In December 2001, Chávez decreed 49 laws by enabling powers, including hydrocarbon reforms that increased state royalties on foreign oil firms and mandated majority government stakes in joint ventures. This alienated multinationals like ExxonMobil and galvanized opposition. Media outlets, owned by oligarchs, amplified dissent, portraying Chávez as a dictator despite his electoral mandates. The Catholic Church's hierarchy, tied to upper classes, condemned the government's "populism." By early 2002, protests erupted, fueled by economic jitters as oil prices fluctuated. On April 7, Chávez fired seven PDVSA executives on live TV, accusing them of sabotage; this sparked a general strike called by Fedecámaras and the CTV labor federation, historically linked to the discredited Punto Fijo parties. Marchers converged on Miraflores Palace, but opposition snipers, later revealed in investigations, fired into crowds, killing 19 and wounding dozens on April 11. Media manipulated footage to blame chavistas, creating a pretext for intervention.

The coup unfolded swiftly. That evening, dissident generals arrested Chávez, claiming he had resigned, a fabrication echoed by private TV stations that blacked out pro-government voices. Pedro Carmona, Fedecámaras president, was installed as interim leader in a ceremony at Miraflores, dissolving the National Assembly, Supreme Court, and constitution in a single decree. U.S. officials, including Ambassador Charles Shapiro, tacitly endorsed the putsch, with the Bush administration quick to recognize Carmona. Spanish Ambassador Manuel Viturro also attended the swearing-in. The new regime arrested chavista officials, raided leftist media, and planned purges, evoking the authoritarianism Chávez had dismantled. For 48 hours, Venezuela teetered on the brink of reversal, elites unwrapping their vision of a "democratic transition" that excluded the poor.

From Caracas' teeming barrios like 23 de Enero and Catia, where hallaca-making traditions thrived in communal pots, word spread via clandestine radio and word-of-mouth: Chávez had not resigned. Hundreds of thousands mobilized, descending from hillsides in a human tide, chanting "¡Chávez no renunció!" and demanding his return. Kitchens that once coordinated guiso production became information hubs. Radios replaced recipes, but the rhythm was identical. Women, who often led hallaca assemblies in homes, spearheaded street occupations; Indigenous groups from the interior joined; and Afro-Venezuelan communities, drawing on ancestral resistance, formed barricades. Loyal soldiers, many from humble backgrounds inspired by Bolívar's legacy, refused orders. At La Carlota airbase, paratroopers, Chávez's old unit, secured the area. By April 13, commandos from the presidential guard, allied with these forces, rescued Chávez from Orchila Island, where he had been held. Crowds surrounded Fuerte Tiuna military base, pressuring coup leaders to surrender. Media blackouts cracked as state TV was retaken, broadcasting the uprising. This popular surge overturned the coup without widespread violence from the masses.

The aftermath fortified the Revolution. Chávez returned triumphant on April 14, calling for reconciliation but purging disloyal officers, promoting progressives like General Raúl Baduel. Investigations exposed U.S. funding via the National Endowment for Democracy to opposition groups, straining relations. The coup galvanized chavismo: missions expanded, with Misión Vuelvan Caras training workers for cooperatives. Yet, it deepened polarization; opposition boycotted the 2005 elections, ceding Congress to chavistas. The December 2002-February 2003 oil strike, orchestrated by former PDVSA managers, halted production, costing $14 billion, but worker-led restarts saved the industry, leading to full nationalization in 2007. Chávez's 2004 recall referendum win with 59% entrenched his power, enabling "21st-century socialism" declarations in 2005. Social spending surged, literacy was declared universal by UNESCO in 2005, and GDP rebounded. However, corruption scandals emerged, and media laws like the 2004 RESORTE tightened oversight, criticized as censorship. Internationally, Venezuela bolstered ALBA, aiding allies with oil subsidies. By Chávez's 2006 reelection, the coup's scar had transformed into resolve.

In the years following, the Revolution navigated oil crashes, U.S. sanctions from 2017, Maduro's contested leadership after Chávez's 2013 death, hyperinflation in 2018, the 2019 Guaidó backed by the U.S., 2024's disputed elections, and Maduro’s kidnapping and arrest by US forces, yet Venezuela’s story continues, buoyed by the resilient people at the center of it all.

Hallacas take time, but are a solid Christmas tradition. You won’t regret trying them. 

Hallacas (Venezuelan Christmas Tamales)

Corn dough filled with a rich meat stew, wrapped in banana leaves, and boiled.

Ingredients (Makes about 20 hallacas)

Dough (Masa):

  • 4 cups pre-cooked cornmeal (e.g., PAN brand)

  • 5 cups chicken broth (or water)

  • ½ cup vegetable oil or lard

  • 2 tbsp annatto (achiote) powder (for color)

  • 1 tsp salt

Filling (Guiso):

  • 1 lb beef, diced

  • 1 lb pork, diced

  • ½ lb chicken, diced (optional)

  • 1 large onion, finely chopped

  • 2 garlic cloves, minced

  • 1 red bell pepper, chopped

  • 2 tomatoes, chopped

  • ¼ cup capers

  • ¼ cup sliced green olives

  • ¼ cup raisins

  • ¼ cup red wine

  • 2 tbsp Worcestershire sauce

  • 1 tsp ground cumin

  • Salt and pepper to taste

Garnishes (per hallaca):

  • Sliced boiled potatoes

  • Cooked chickpeas

  • Sliced red bell pepper strips

  • Additional raisins and olives

Wrapping:

  • Fresh or frozen banana leaves (cut into ~12×12-inch squares, cleaned)

  • Kitchen twine

Instructions

  1. Filling: In a large pot, brown the diced meats. Add onion, garlic, and bell pepper; cook until softened. Stir in tomatoes, capers, olives, raisins, wine, Worcestershire, cumin, salt, and pepper. Simmer 30–45 minutes until tender and flavorful. Cool completely.

  2. Dough: Warm the broth and stir in annatto and oil until dissolved. Mix with cornmeal and salt to form a soft, spreadable dough (add more broth if too dry).

  3. Leaves: Soften leaves by passing over an open flame or dipping in hot water. Pat dry.

  4. Assemble: Place a leaf square shiny-side up. Spread about ½ cup dough into a thin 6–8-inch circle in the center. Add 2–3 tbsp filling. Top with garnishes (1–2 potato slices, chickpeas, pepper strips, raisins, olives).

  5. Fold leaf over to enclose completely into a rectangular packet. Fold sides in, then roll. Tie securely with twine like a gift.

  6. Cook: In a large pot, bring water to a boil. Add hallacas (in batches if needed) and boil gently for 1 hour.

  7. Drain and let rest briefly. Serve hot, unwrapped at the table (discard leaves).
